历史的必然
回顾中美贸易战，如果不是2001的“9.11”事件让美国突然调转枪口，山姆大叔只怕早就对中国下手了，不会等到现在。
2008年，奥巴马当选美国总统以后，就开始火急火燎的从中东这类地区撤兵，豪言将60%的美国力量放到亚洲来对付中国，以实现亚太再平衡。
不仅在军事上动作频频，在经济、网络、意识形态、文化入侵等诸多方面都动作不断，这其中让人最为熟悉的，便是那个臭名昭著的TPP。
等到特朗普上台，他发现搞这些东西都来得太慢，于是他采取了一种更为简单粗暴的方式来遏制中国，那便是贸易战。
不仅仅是中国，美国历史上早已对多国实行过打压遏制。
任何一个国家，只要实力接近或超过美国的60%时，美国就一定会下手。这种历史的必然与意识形态、政治制度、关系友好与否无关，仅仅因为美国绝不允许任何国家可以与其匹敌。

历史上已有诸多类似案例，美国先是降服拉美安顿好自己的后院，接着征服欧洲成为它麾下的一帮鼹狗。
当苏联的GDP接近美国的60%时，美国就毫无犹豫的对苏联挥舞铁拳，两国开启了长达几十年的全球争霸。
很可惜的是，由于苏联自身犯下致命错误，这其中包括受美国蛊惑最终人心离散、高层决策不顾现实一味发展重工业、深化改革路线错误（如大量西化）、体制僵化以至于出现低能领导人如戈尔巴乔夫等等。
正是包括但不限于上述这些致命错误，导致了苏联最终败下阵来。
紧接着，美国的第二个对手出现了，那就是日本。
日本GDP于1972年成为世界第二，1980年代接近于美国的60%，那时候的日本同现在的中国非常类似，制造业超级发达，贸易遍布世界，日本商品充斥全球，特别是日本电子产品，几乎是享誉全球，出生稍早一点的中国人，只怕对早年的日本电器都还记忆犹新。
在这种情况下，哪怕日本是美国的盟友，美国也一定会对它下手。
美国对日本的进攻，其实分为两轮。
第一轮，是美国对日本发起贸易战
包括日本已经达到世界先进水平的优势产业即汽车与半导体行业在内，截止1989年，美国对日本共发起了24轮“301调查”。
显然，被日美贸易战卷入的日本商品远远不止述这两种，还包括钢铁、家电、纺织品、电信等其它千千万万日本产品。
但一轮贸易战打下来，美国发现坏了，这不但没削弱日本产品的竞争力，反而让日本产品更上一层楼了，美国对日本贸易逆差更大了。
而且，这还是日本被迫采取了支付和解金、在美投资建厂、自主限制出口并增加进口、缩减过剩产能等对日本极不公平的做法的情况下出现的。
这其实是日本由于自己的软弱而犯下的一个重大错误，所幸的是日本内力深厚，没有伤到元神。
于是，美国干脆来简单粗暴的办法，直接逼迫日本签订《广场协议》
紧接着，日本又犯下了第二个致命错误，那就是同意日元大幅升值从而瓦解了自己的全球贸易、实行宽松的货币政策与财政政策，导致过量的资金注入股市与房市，再加上当年日本政府误判形势，最终当经济泡沫破裂，日本经济陷入了“失去的二十年”。
所以，通过上面的内容你就会知道，不论意识形态、政治体制，任何一个国家，只要它的实力接近或超过美国的60%时，美国就一定会对它下手，哪怕是自己的盟友。
美国打苏联也就算了，它连连政治体制、意识形态都与自己搞得一模一样，并且绝对服从自己的日本都不放过，它会放过中国么？

美国的战略大收缩
当今世界有一种声音，那就是觉得美国衰落了。
就笔者觉得，美国的绝对实力还在增长，从绝对实力来说，它并没有衰落。
但是，相对其它国家的实力增长，以及它对全球的掌控能力，美国确实是“相对衰落”了。
这主要体现在如下方面：
一是美国曾经在世界上一呼百应，比如朝鲜战场带着一帮国家来打中朝，海湾战争也是美国带着几十个国家欺负伊拉克；
但现在你看看，世界越来越不听美国的话。
比如特朗普下令要求北约多承担军费，欧洲那帮国家就不乐意的拒绝了，连日本都表示不会多出。有人估计，如果特朗普现在发动一场战争，跟随它的国家不会超过五个。
不仅仅军事上，美国霸权的另一支柱也危机频出，那就是美元。人民币在世界上异军突起，大有对美元取而代之的潜力与势头；俄罗斯已经开始清仓式抛售美国国债，打算“去美元化”，与之响应的还的伊朗、委内瑞拉、安哥拉、印尼、马来西亚、泰国、巴基斯坦等诸多国家。
中东那边，美国原来是怎么打怎么顺手，打得是顺风顺水，一旦控制了中东，美国就如愿以偿的成为了宇宙霸权国家了。可是当它打到叙利亚之后，就越打越困难，最后自己一手扶植的IS势力被彻底打败作鸟兽散。
这只是其中的一些现象，实际上还有很多，这些案例当中当然也包括实力飞速增长并让美国视为威胁的中国了。
于是，从奥巴马时代，美国就意识到这一点，就不断收缩自己的力量。这就不难解释为什么奥巴马会那么“善良”的从中东撤兵了。
只不过，奥巴马从来不承认美国衰落了，因为没有哪国民众受得了自己的最高领袖告诉自己，自己的国家不行了、衰落了；也不会有哪一个美国政客敢这样说，除非他不想要自己的政治前途了。
到了特朗普这里，美国的感受就更迫切了，特朗普进行了更快速的战略收缩。
这就很容易理解他为什么要退出TPP、巴黎协定、伊核协议等等，甚至还打算搞翻WTO，还一度考虑过退出北约，川普的这种疯狂“退群”行为，实际上就是美国退出自己一手塑造的世界，进行更快速、更简易便捷的战略收缩。
这背后有着美国人的巨大焦虑。
中国人民大学重阳金融研究院宏观部主任贾晋京，曾研究过美国2016年总统大选选民分布图，发现支持特朗普的大都居住在中西部内陆，而支持希拉里的大都居住在沿海地区。

最终，希拉里获得了全国6424万张选票，比特朗普的6224万还多200万张，这说明图中只占8%的希拉里支持区居住了50%以上的美国人口，这些人多分布在美国沿海。
这从历史上也说得通，那就是二战前美国实施了《宅地法》，让大量在二战前移民美国的美国人得到了美国土地，这批人称为“旧美国人”，它们正是支持特朗普的那一片红色区域；
二战后，土地分尽，《宅地法》不再实施，于是后来的移民只能居住到美国沿海一类的地区，这类人称为“新美国人”，它们主要分布在支持希拉里的蓝色区域。
旧美国人对新美国人乃至全世界都充满着不满，首先他们觉得新美国人，有钱人抢了他们的工作机会与赚钱机遇，没钱的诸如不少黑人则侵占了整个美国的社会福利，对他们造成影响；
同时，旧美国人自上世纪七八十年代逐渐被全球化遗忘，不但几十年生活停滞不前，还感觉被人歧视。
于是，在这种形势下，他们渴望改变现状，渴望改变目前的一切。
于是，在这样的背景下，一个混世魔王特朗普出现了，特朗普正是利用了他们这种心理，最终如愿以偿的当上了梦寐以求的总统。
所以到这里，你就不难明白，为什么特朗普竞选时，一直强调世界对美国多么多么的不公平，他一定要搞“美国优先”，要把世界侵占了的美国福利重新给美国人民抢回来，如此等等，特朗普正是利用了那些旧美国人渴望回到过去的心理。
包括特朗普目前正在搞的在全世界看来是在破坏世界秩序、阻挡全球先进、逆全球化等不合理行为，但在美国国内的支持率却节节攀升。
看完上面这些后，你就明白了这一切。特朗普实际上是妄图用美国力量去改变世界、阻挡历史前进，妄图用一己之力去扭转乾坤。
所以说，不论是美国一惯的“60%红线”，还是出于消除美国人的焦虑，美国对华下手，都是铁定的必然。

中国方案
对于中美这场较量，编者还有如下观点：
（一）中国不结盟，确实很高明
曾经很多人不理解为什么中国不同俄罗斯等国结成盟友以对抗美国，而只是表以“战略伙伴”。假如以前真的同俄罗斯结盟了，那将会重新挑起东西两大集团的对抗，这对中国的发展显然是不利的。
也正因为历史上我们的英明选择，才让中国没有过早的同美国直接交手，直到今天才让美国“十分关注”，但今天，我们的实力早已今非昔比，这十多年的井喷发展所带给中国的，那不是随便形容得出来的。
（二）中国的政治体制决定了中国有着巨大优势
中国政治体制的优势之一，就是中国政局的稳定，这也就保持了我们政策的连贯性。以日本为例，1989至2000年间，日本就经历4个政党执政，换了9届内阁、7任首相，这期间的政策连贯性肯定大成问题。
更要命的是，由于资本主义上位靠的是资本，谁更有钱谁就更容易当首相，这期间就不排除选出一些低能领导人。有可能这届政府的英明决策，没过几年就被下一届给废除，甚至作出一些致命错误的决策。
但中国不会，中国的政局非常稳定，出现这种情况的可能性微乎其微。
还有就是中国最高决策层的任命，也都是经历深思熟虑的，中国最高决策层基本都是经历过千锤百炼之后才能得以上任。
比如，张维为教授就曾指出，中国最高领导人的选拔，其最大特征是选贤任能，中国的最高决策层的成员至少要担任过两任省一级的领导，至少要治理过一亿以上人口，在国家治理和为民谋利方面要有十分突出的政绩。这种选贤任能制度也可称为“选拔＋选举”的并行，这种制度安排既有中国自己的传统，又有对西方制度的某些借鉴。
所以，在这种制度下，中国很难出现“低能领导人”，因为按照上面的标准执行，不能胜任的，早在中途就被排除了。
（三）中国有着广阔的内外市场
中国的市场广阔体现在两个方面，一个是内部市场，一个是“一带一路”等外需市场
内需市场自然不必多说，以前说过多次，我们14亿人的广阔内需，比“美国+日本+欧盟”的总和还要多。
外部市场，我们有“一带一种”、“亚投行”、“金砖国”等宽阔天地。
（四）中国千万不能犯致命错误
之前讲过，美国分别收拾了苏联与日本，它们失败一方面是因为美国的攻击，但更多原因是因为自身犯下了致命错误。
比如日本，就轻率签订了“广场协议”，轻率的答应日元大幅升值从而自废武功，将自己一片大好的形势轻松葬送。
苏联就更离谱了，前期一味的发展重工业，最终搞得自己民不聊生，没有经济支柱的争霸注定是要失败的；这一点，中国就比较聪明，一心搞自己的发展，尽可能的避免同美国去“争霸”。
后来苏联就更离谱了，以戈尔巴乔夫为首的改革派，在他们的改革中，大规模效仿西方进行大量西化，最终是改革不成反而搞死了自己。
就算在苏联解体后，甚至不惜解除自己的武装、完全照搬西方模式来向西方表衷心，以求换得西方的高抬贵手与一丝怜悯。结果换来的是西方绞索更进一步的紧勒。如果不是普京上台后，重点搞能源以支撑俄罗斯经济、军事上重点发展核武以保持自己的大国定力，否则俄罗斯现在早不知成什么样了。
所以，那些被美国打败的大国，并不完全因为美国，很大程度还在于它们自身犯下了许多致命错误。
我们中国在这场与美国的较量一定要以史为鉴。
（五）防止美国军事冒险
在两个大国之间发生战争，特别是在两个核大国之间发生战争，在当今世界似乎是天方夜谭。
不过，万事“有备无患”，作好万全准备始终是没错的。军事上美国未必要亲自出手，还有通过中间代理人战争等手段。
当然，我们早就作好了准备，特别是新任国家领导人上任后，就着手大力军改，必定能保卫几十年来的改革开放成果，不能让几十年努力被别人一朝推倒。或许从那时起，早就预料到中美之间会有今天。

总之，中美这场较量，是一种历史的必然。“60%”是美国划给全世界的一条红线，任何国家的实力接近美国的60%时，美国都必然对其下手，即使你政治体制、意识形态与美国完全相同、即使你对美国俯首帖耳、绝对服从，美国也不会放过。
中国GDP2014年达到美国60%， 2017大约美国的68%，而且中国的潜力远超苏联、日本以及美国以往的任何对手。
再加上如今相对衰落的美国处于一种大大的焦虑之中，那么它对中国的下手也就是铁定的事情。中美这场较量是一场必然的较量，它不以中国想不想打而转移，也与中国是否韬光养晦无关。
所以，对我们中国来说，只有众志成城去赢得同美国近场较量，只有赢下了，我们才有未来，否则，中华复兴将成为空谈。
不要指望美国会对我们手下留情，因为西方的词典里，没有“怜悯”这个字眼。
